How do I calculate the numbers of staff?

This section asks for numbers of employees and other workers (headcount) at the establishment on the completion date, by job role.

Numbers of staff at the establishment by job role

There are descriptions of each of the 27 job role categories used in the NMDS-SC, showing examples of job titles, a description of the role and the relevant qualifications for it. This can be found under Job Roles in the Organisational Help section.

Getting the numbers right:

Staff who work in more than one job role at this establishment should be counted once only, under their main job role.

If the worker has more than one job at the establishment, which is the main one?

If the worker undertakes more than one job role for the care-providing operation at this establishment, use the following decision rules, in the order shown, to decide which is the main job:
1. The main job role is the one that the worker spends most time doing.
2. If the worker spends an equal amount of time in each job, the main job is
    the one that is the more/most senior.
3. If the jobs are equally senior, the main job is the one that is the more/most
    highly remunerated.
4. If the jobs are equally remunerated, the main job is the one that involves
    the more/most overtime or additional hours.
5. If the jobs involve equal amounts of overtime or additional hours, the main
    job is the one which the worker him/herself regards as his/her main job.

 

Organisations such as local authorities with peripatetic staff or staff who work in several different establishments should record the numbers of staff who were working in each establishment(s) on the completion date. This will provide a snapshot of the staff levels at the each establishment. Such employees will be included in the NMDS-SC of each establishment they work in. Their unique identifier will link them up.

Permanent employees

You should state the numbers of persons (headcount) in each job role employed on the completion date (establishment) by the business/organisation operating at this establishment, for an unlimited duration. Include all staff based at this establishment even if they are working at other location(s), e.g. in service users’ homes. ‘Employed’ implies on the payroll and with a contract of employment.
Employment is the determining factor. Local authorities should include staff employed by them, but seconded to another employer. A special case may be Approved Social Workers (ASWs) and any other staff employed by health services but who have their contract of employment for this role with a local authority because it is a legal requirement. These staff should be treated as employed by the local authorities for this job role.

Temporary or casual employees

You should state the number of persons (headcount) in each job role employed on the completion date by the business/organisation operating at this establishment, for a limited duration, normally either on a fixed term contract or for a fixed task, or on a spell of casual or seasonal employment as a ‘temp’. Include all staff based at this establishment even if they work at other location(s), e.g. in service users’ homes.‘Employed’ implies on the payroll and with a contract of employment.
 

Employment is the determining factor. Local authorities should include staff employed but seconded to another employer, and staff employed by health services but who function as Approved Social Workers (ASWs) and for this role only are employed by local authorities.

Bank or pool staff

These are workers are retained by the organisation as a whole, but are deployed on a casual or short term basis. State the number of persons (headcount) in each job role supplied from a pool or bank of staff available to the organisation as a whole, who did paid or unpaid work for the care-providing operation at this establishment on the completion date.

Agency workers

These are supplied by an outside employment agency/bureau. Please provide the number of persons (headcount) in each job role supplied by an outside employment agency / bureau who did paid or unpaid work for the care providing operation at this establishment on the completion date. Includes staff employed by NHS Professionals. Workers supplied on contract e.g. by outside catering and cleaning companies are also included here.

Student on practice learning placement/ work experience

Please provide the number of students (headcount) on practice learning placement / work experience in each job role, who did paid or unpaid work for the care-providing operation at this establishment on the completion date

Volunteers and voluntary workers

A volunteer is someone who does "any activity which involves spending time, unpaid, doing something which aims to benefit someone (individuals or groups) other than or in addition to close relatives, or to benefit the environment".

A voluntary worker is someone who does similar work to a volunteer but who receives a small financial contribution towards the time spent. You should provide the number of persons (headcount) in each job role who did paid or unpaid work on a voluntary basis for the care-providing operation at this establishment on the completion date. Both volunteers and volunteer workers may receive board and lodging or payment of expenses. This category includes nuns, monks and others who are working at the establishment as part of their vocational calling.

Other workers

Other workers are those not in the above categories. They include:

·        Self-employed care workers (carers) in adult placement homes, if the
      NMDS-SC return is being completed by a CQC (formerly CQC)-registered adult
      placement scheme.
·        Workers who work at the establishment on a regular basis but are not 
      employees, e.g. chiropodists, podiatrists, hairdressers. But do not
      include workers who are not employees and are working on a one off
      project e.g. painting and decorating.

Trustees and non-executive directors should not be included unless they are involved in the day to day management of the operations at the establishment. Unpaid Chief Executive Officers should be included under Volunteers and Voluntary Workers
